Instructions
- Mix rice flour, water, coconut milk, and salt in a bowl.
- Add shrimp, green onions, cilantro, fish sauce, and sugar. Stir well.
- Heat a non-stick pan over medium heat.
- Pour a small amount of batter into the pan, forming small pancakes.
- Cook until bubbles form, then flip and cook for another 2 minutes.
- Remove from the pan and keep warm. Repeat with remaining batter.
- Serve with a dipping sauce of your choice.
