Instructions
- Preheat oven to 350°F (175°C).
- Mix shredded cheese, cream cheese, bell peppers, celery, garlic powder, salt, and black pepper in a bowl.
- Spoon the mixture into mini phyllo cups.
- Bake for 10-12 minutes or until cheese is melted and bubbly.
- Let cool slightly before serving.

- For a spicier version, add a pinch of cayenne pepper.
