Instructions
- Cook macaroni according to package instructions. Drain and set aside.
- Brown ground beef in a skillet over medium heat. Drain excess fat.
- Melt butter in a saucepan. Stir in flour to make a roux.
- Gradually whisk in milk until smooth. Cook until thickened.
- Add cheese, salt, pepper, and garlic powder. Stir until cheese melts.
- Combine cooked macaroni, beef, and cheese sauce. Mix well.
- Serve hot.
